Scholarship Program
OVERVIEW
Although the WCRP provides a number of training topics and opportunities to its members, it simply can't provide all the important, specialized and relevant training pertinent to risk management for our members. To make available access to quality training, the WCRP Board of Directors has authorized a SCHOLARSHIP FUND. Please click to review Scholarship Criteria. Scholarship funds are used to pay for training. Training might include class books, online training, registration for training classes, etc. Travel, meals and accommodations are generally the county's responsibility.
Members can take advantage of this program two ways:
- Pre-arranged offers listed on our website, or
- By applying for a specialized training opportunity identified on your own.

PRE-ARRANGED SCHOLARSHIP OFFERS
Educational opportunities listed below will not require a scholarship application, however. They do still require involvement from the designated county Risk Manager. Click the titles below to learn more about each offer and how to take advantage!
- MRSC – Annual Financial Reporting Webinar Series – Report Year 2022 | March 29-30, 2023
The WCRP will be offering one scholarship per member county to attend Municipal Research and Services Center’s upcoming webinar series, Annual Financial Reporting Webinar Series – Report Year 2022, scheduled for March 29-30, 2023. This series has been developed to meet the need of those individuals responsible for the preparation and filing of the 2022 annual financial report. The series consists of two 3-hour webinars, held on consecutive days, with each webinar addressing specific components of the "cash basis" annual financial report and allowing Q&A at the end. The WCRP scholarship will cover the cost of one registration per member county. We ask that you please contact your county risk manager to request the scholarship discount code before registering.

- GREAT TO MAGNUS Leadership Workshop | April 11-12, 2023
The Washington Counties Risk Pool is sponsoring 10 seats membership-wide, limit 2 per county, to attend the GREAT TO MAGNUS, 2-day workshop, in Anacortes, WA, April 11-12, 2023. Sponsored registration fees will bill WCRP directly after the training has taken place. Spots are available first come first served and limited to 2 county, so make sure to register right away. This offer covers the cost of registration only for up to 2 seats per member county. Travel/meal costs associated with this training will be the county's responsibility. Attending both days is required; non-attendance will result in a no-show fee of $385 billed back to the entity by WCRP for the paid seat.
- Police Training Solutions - 21st Century Sergeants Academy | April 17-21, 2023
The Washington Counties Risk Pool is covering the cost of one seat per member county to attend the 21st Century Sergeants' Academy, 5-day training, in Centralia, WA, April 17-21, 2023. Police Training Solutions will bill WCRP directly after the training has taken place. Spots are available first come first served, so make sure to register right away. This offer covers the cost of registration only. Travel/meal costs associated with this training will be the county's responsibility. Attending all 5-days days is required; non-attendance will result in a no-show fee of $850 billed back to the entity by WCRP for the paid seat.
- Northwest LERA - 46th Collective Bargaining and Arbitration Conference | April 20-21, 2023 - NO LONGER AVAILABLE
The WCRP is excited to offer a limited number of scholarships to attend Northwest LERA's 46th Collective Bargaining and Arbitration Conference, taking place in Tacoma, WA., April 20-21, 2023. This annual educational and networking event gives a chance for labor relations professionals "across the table," throughout the state, and beyond its borders to connect. - Scholarship Offer: The WCRP is offering up to five (5) reimbursable scholarships membership-wide (limited to one per member county), which will be awarded on a first come, first served basis. Each scholarship will cover the cost of registration, while travel and meal costs associated with the event are not included in this scholarship award and they will be the county’s responsibility.
- How to apply: Please complete the WCRP Pre-Arranged Scholarship Request Form, which will send the request to your county Risk Manager for review and approval, prior to submission to the Risk Pool. The WCRP Member Services Team will convey scholarship determination and next steps to both the applicant and Risk Manager.

- PAW – 2023 Annual Conference | April 26-28, 2023
WCRP members are eligible for up to $450 to cover the cost of registration to attend the PAW 2023 Annual Conference, taking place at Campbells Resort in Chelan, WA, April 27-29, 2022. - Labor Relations Institute (LRI) | May 3-5, 2022
WCRP members are eligible for one (1) free registration per county for the in-person Labor Relations Institute, hosted by the Association of Washington Cities (AWC), scheduled to place at the Yakima Convention Center, May 3-5, 2023.
Who should attend? Attendance at the Institute is limited to those who solely represent the interests of management: City and county human resources and labor relations directors and staff, managers and administrators, department heads and supervisors, attorneys, and elected officials.

- Combat First Aid Training for Law Enforcement | May 31, 2023
The WCRP is offering up to ten (10) reimbursable scholarships membership-wide, limit two (2) per county, covering the cost of registration to attend Combat First Aid training for Law Enforcement, taking place May 31, 2023, in East Wenatchee. Scholarship recipients will also receive the first aid kit specifically equipped for the elements taught in this course, and will be purchased 4 weeks prior the training date – so act fast!

- JAILCON23 Western Regional Conference | June 5-7, 2023 - NO LONGER AVAILABLE
The WCRP is pleased to offer a limited number of scholarships to attend the National Institute for Jail Operations (NIJO) JAILCON23 Western Regional Conference, taking place in Chandler, AZ., June 5-7, 2023.
- Scholarship Offer: Two (2) scholarships membership-wide (limited to one per member county). Each scholarship will cover the cost of the Full Conference Pass ($365), hotel accommodation at the group rate, and transportation (coach airfare and ground transport to/from the hotel/airport). Scholarships will be awarded on a first come, first served basis.
- How to Apply: Please complete the WCRP Pre-Arranged Scholarship Request Form, which will send the request to your county Risk Manager for review and approval, prior to submission to the Risk Pool. The WCRP Member Services Team will convey scholarship determination and next steps to both the applicant and Risk Manager.

- PRIMA Annual Conference | June 4-7, 2023 - NO LONGER AVAILABLE
The WCRP is once again offering a limited number of scholarships to attend Public Risk Management Association's (PRIMA's) Annual Conference, taking place in Long Beach, CA., June 4-7, 2023. This excellent in-person conference offers four days of learning opportunities with daily general sessions and more than 55 educational sessions. The conference also offers valuable networking time with colleagues from across the country who recognize the responsibilities of public sector risk managers. - Scholarship Offer: Three scholarships membership-wide (limited to one per member county). Each scholarship will cover the cost of the early-bird registration fee, hotel accommodation, and transportation (airfare and ground transport to/from the airport). Scholarships will be awarded on a first come, first served basis with preference given to the member counties that have not been awarded this scholarship in the past.

- Police Training Solutions - Use of Force Instructor | June 5-9, 2023
The Washington Counties Risk Pool is covering the cost of one seat per member county to attend the Use of Force Instructor, 5-day training, in Suquamish, WA, June 5-9, 2023. Police Training Solutions will bill WCRP directly after the training has taken place. Spots are available first come first served, so make sure to register right away. This offer covers the cost of registration only. Travel/meal costs associated with this training will be the county's responsibility. Attending all 5-days days is required; non-attendance will result in a no-show fee of $1,250 billed back to the entity by WCRP for the paid seat.

- LEIRA Conference | October 3-5, 2023
WCRP members are eligible for reimbursement up to $500 to cover the cost of one (1) registration to attend the in-person LEIRA Conference, scheduled to take place at the Semiahmoo Resort and Spa in Blaine, WA., October 3-5, 2023.

- NTOA Command College - Module 1 Tactical Leadership
The National Tactical Officer's Association (NTOA) Command College is comprised of three modules, totaling 562 hours of training. WCRP is offering a limited number of scholarships to cover the cost of registration in the amount of $1,575 for the first module, Tactical Leadership (186 hours). The WCRP scholarship will cover the cost of registration for the Tactical Leadership program only, and the offer is limited to five scholarships throughout the entire WCRP membership on a first come first served basis. - Summit Law Group - Annual Subscription Discounts for Employment Law Webinars
Summit Law Group offers live Employment Law webinars that are also now available on-demand! The WCRP will be offering 50% reimbursement of the annual subscription cost (not to exceed $1,000 per member). Members would first pay Summit Law Group and then request 50% reimbursement from the pool. We ask that reimbursement requests be submitted to WCRP by the county risk manager.

APPLICATION PROCESS
- Complete the WCRP Scholarship Application
- Obtain course description, date, cost of enrollment, and location details
- Send the application and supporting documentation to your county Risk Manager
- The county Risk Manager submits the application to MemberServices@wcrp.wa.gov
- The application and materials will be reviewed within 14 business days
- WCRP will correspond with the county Risk Manager, to include questions and the final decision
