EXECUTIVE DIRECTOR'S MESSAGE
WCRP Board of Directors and Members:
This year’s annual report theme — bridges — is very fitting for the WCRP. The Pool’s strength
has always come from the connections we build with our members, and just as important, from
the connections our members build with one another. As counties, we learn from each other,
share experiences, and help one another move forward.
The past year brought significant changes and challenges. Derek Bryan, who led the WCRP for
the past ten years, moved on to the next chapter of his career, and the Board of Directors placed
its trust in me to continue leading the Pool. I am grateful for that trust and for the strong
foundation Derek, the Board of Directors, our staff, and our members have built together.
Over the last fifteen months, we completed an important fiscal-year transition, moving from an
October 1–September 30 fiscal year to a January 1–December 31 calendar year. The three-month
stub year helped bridge that change and better aligned the WCRP’s reporting, budgeting, and
insurance coverage year with our member counties. That work required careful planning by the
Board of Directors, increased effort from Pool staff, and support from our strategic partners
Arthur J. Gallagher and PricewaterhouseCoopers.
This past year also brought an increased number of reported claims, more than we have seen in
recent history. Many of those claims are tied to changes in Washington law related to the
statute of limitations for sexual abuse and molestation claims. The impact has been significant,
and it will require continued focus, discipline, and clear communication as we face the
challenge.
The strongest bridges do not show their strength and stability on calm days. They prove their
resilience when they are tested and must carry weight during difficult crossings. The WCRP is
being tested, but I am confident in our ability to meet this moment through sound financial
stewardship, proactive risk management, and responsive member service.
Thank you to the Board of Directors, the Executive Committee, our member counties, Pool staff,
and business partners for your continued work and commitment. The WCRP remains strong
because of all of you.
